Women's History Month...Celebrating Women of Color

Carolyn and Isaiah Hugley have long been pillars of leadership and service in Columbus, Ga., dedicating their careers to public service and community advancement.
Born on May 2, 1958, in Forrest City, Arkansas, Carolyn Hugley pursued higher education with distinction. She earned a Bachelor of Arts in political science, graduating summa cum laude, and later obtained a Master of public policy and administration from Mississippi State University.
In 1992, Carolyn was elected to the Georgia House of Representatives, from District 136. Her tenure has been marked by steadfast commitment to her constituents and significant leadership roles, including serving as Minority Whip. In 2025, she was elected as the House Minority Leader, a testament to her dedication and influence within Georgia's legislative body.
Beyond her legislative duties, Carolyn has been an independent contractor and agent for State Farm Insurance Company in Columbus for more than 35 years, exemplifying her entrepreneurial spirit and dedication to the local economy.
Her husband, Isaiah Hugley, has played a pivotal role in Columbus's municipal governance. A 1975 graduate of Spencer High School, he earned a Bachelor of Arts in history/pre-law from Talladega College in 1979 and later a Master of public policy and public administration from Mississippi State University.
Isaiah's career with the city began in 1984 as assistant director of transportation/METRA, followed by his role as director of transportation/METRA in 1988.
He advanced to deputy city manager in 1998 and, in 2005, he became the first Black city manager of Columbus. His tenure has been notable for its longevity and impact, making him the longest-serving city manager in the city's history.
Isaiah has announced plans to retire in 2025, concluding a distinguished career in public service.
Together, Carolyn and Isaiah Hugley exemplify a partnership rooted in service and dedication to the Columbus community. Their combined efforts in legislative leadership and municipal management have significantly contributed to the city's development and the well-being of its residents.
